Is “knowledge management” (KM) the killer app for Gov 2.0? How might viewing Gov 2.0 and KM as complementary efforts improve the efforts of both communities? Moreover, what organizational and cultural challenges might influence government workers to move from a culture of need to know to a culture of need to share?
Putting these questions into a practical context, Intelink includes a group of secure intranets used by the United States Intelligence Community, to include the well publicized Intellipedia. The Intelink suite of tools helps members of the U.S. government, contractors, and sponsored academics connect and share insights in ways that surpass classic intelligence tradecraft. This discussion panel will consider the lessons learned with Intelink and how the IC has begun the path of moving to a culture that fosters the sharing of knowledge across agencies.
Interactive discussion will discuss how the opportunities and challenges Intelink has experiences with moving from “need to know” to “need to share”, as well as discussion of possible strategies to encourage more knowledge sharing in government. A significant portion of the panel will encourage audience pose interesting questions to the panel members.
• Research Staff Member with the Science and Technology Policy Institute in Washington, DC; served as a strategic advisor to multiple government agencies and businesses on intra- and inter-organizational knowledge strategies and author of 40+ research papers, peer-reviewed research articles, and technology case studies; Visiting Associate faculty member at the National Defense University’s Information Resource Management College.
• 14+ years leading enterprise collaboration projects, strategic and emergency operations, $61M+ budget formulations, research efforts, and inter-organizational knowledge sharing endeavors; received the CDC Director’s Agency-Wide Honor Award in 2004, DHHS Secretary’s Award in 2004 for SARS and monkeypox response and in 2002 for anthrax response the year prior.
• IT Chief for the CDC’s Bioterrorism Preparedness and Response Program (BPRP), led program’s technology response to 9/11, anthrax, West Nile, SARS; completed a PhD in Information Systems, foci included systems for improved responses to national security, public health, and international emergencies.
• Post-Doctoral Research Associate at MIT’s Center for Collective Intelligence and Harvard’s Leadership for a Networked World in 2008; served as a Visiting Associate and Rotary Ambassadorial Scholar to the U.K. with the University of Oxford’s Internet Institute in 2007; received “Best Paper, KM Track” at the 2007 International Conference on Information Systems and nominated for best paper overall; Deployed to Afghanistan for 120 days in early 2009 as a Special Advisor to a Brigadier General overseeing Strategic Effects for both NATO’s International Security Assistance Force (ISAF) and U.S. Forces Afghanistan.
Bill Balko’s current position is located at the Defense Information Systems Agency (DISA) and assigned to the three Mission Area Divisions, Chief Information Officer (CIO), Strategic Planning and Information Directorate (SPI), and the Chief of Technology Officer (CTO). Bill is responsible for studying the business issues and data challenges across the agency. Identifying DISA’s strengths and weaknesses and suggests areas of improvement based on the requirements, specifications, and current business processes making recommendations and proposing changes based on current and projected performance metrics contained in the strategic documentation; develop new business practices using new/emerging technology solutions.
Joe Boutte, Strategic Advisor, TASC. Joe has over 29 years of experience in information technology, strategy development, and military intelligence operations. Joe retired from the Army’s Military Intelligence Corps in 1997. He served in various Military Intelligence units to include assignments in Europe, Central America, and various locations in the United States in airborne reconnaissance units such as Guardrail and Air Reconnaissance Low. Joe is a graduate of the George Washington University Knowledge Management Graduate Program (Masters of Engineering Management) and is currently finalizing his dissertation with the University of Phoenix. His dissertation topic is “Enhancing Information Technology Decision Making in the Intelligence Community: A Delphi Study”. Joe is particularly interested in information sharing, collaboration, and the development of knowledge management processes to support strategic planning and enterprise decision making.
Don Burke is a leading proponent of the Enterprise 2.0 ethos within the Intelligence Community and is currently the “Intellipedia Doyen”, which is a role he has held since the spring of 2006. In this role he is partnered with other early adopters in an effort to demonstrate the value of social software tools, educate the Community on how to use these tools, and advocate for improvements to the environment with the goal of improving our ability to capture our knowledge and expertise. Mr. Burke is currently employed by the CIA’s Chief Information Officer and has a diverse 19+ year background in the Federal Government working a wide range of technical and analytical issues including collection, technical analysis, congressionally directed actions, direct support to operations, project management, advanced visualization technologies, software development, budgeting, and management. Mr. Burke has been quoted extensively in the media including the Intellipedia presentation “From the Bottom-Up: Building the 21st Century Intelligence Community” at the 2008 Enterprise 2.0 conference and as a cover article in the October 2009 Government Executive magazine. Mr. Burke was the co-winner of the Homeland Security Award in the 2009 Service to America Medals (Sammies).
Jack Holt is the Sr. Strategist for Emerging Media for the Department of Defense developing communication strategies and tactics incorporating New Media tools with traditional Public Affairs channels to maximize the effect of DoD communication efforts. Holt has briefed senior leaders on New and Social Media and conducted strategy sessions to address corporate level strategic objectives. Mr. Holt is a member of the vGov Steering Committee, Social Media for Government Transparency and Openness Program Advisory Board, the DoDTechipedia Governance Board, the University of Oklahoma Risk and Crisis Management Community Advisory Board, and the 2009 Chair for the PRSA National Capital Region Public Affairs and Government Committee. He has taught sessions on New Media strategies and tactics at the Defense Information School, the Naval Postgraduate School Strategic Communication Workshop, the NATO School Strategic Communication Workshop and the NATO School Public Affairs Course.
Mr. Voultepsis is responsible for the technical strategy for Intelink—the Intelligence Community’s collaboration and information sharing environment. This strategy forms the basis for the delivery of net-centric products and services provided by Intelink to the extended national intelligence enterprise. The mission of Intelink is to connect people with people and people with information with simple, timely, self-service web solutions. He previously lead the Enterprise Services Division, Intelligence Community Enterprise Solutions (Intelink) under the direction of the Intelligence Community Chief Information Officer. In this capacity, he lead the design, integration, deployment, and operations of web-based net-centric tools and services that enhance the Intelligence Community’s ability to collaborate and share information at the unclassified, secret and top secret levels. Mr. Voultepsis is a U.S. Army veteran with experience in signals intelligence and target exploitation. Civilian education includes a B.S. in Biology from Loyola College in 1982 followed by an MBA in 1992.
